80% silencer?

Just curious, I know alot of people are buying Draco pistols and filling out the correct paperwork and converting them to SBR's. I also know that some kit guns come with 80 percent receivers that need finishing work but can be shipped without an FFL. I believe I read that you could manufacture a silencer with an approved form1? from the ATF. Would it be possible to manufacture an 80% silencer that needed simple finishing work one could do at home have it shipped to your house, fill out the proper form, pay $200 tax, wait for approval and finish said silencer as a home build. I have a feeling that I am over complicating this but I really want a .22 silencer and the nearest dealer is quite a drive I believe.

BATFE is a bit more strict on constructive possession when it comes to suppressors. I read somewhere that you could not even have an extra baffle stack without an extra stamp.
This is correct. Individuals cannot posses what would be considered parts of suppressors. As I understand it, even a Class3 dealer can't have extra baffle stacks laying around without the proper paperwork for cans. We're a class 2 "Manufacturer" so can have extra baffles and other NFA bits and pieces laying around if we want :biggrin:.
