It is the South Carolina Civilian Militia. I recently met with someone from the organization after selling him some stuff on Craigslist and he mentioned it to me. I did some research and seems to be a legit organization. Its not for skinheads, felons or the like. Its a legitimate militia the way it was meant to be. They are pretty large in the upstate and are looking for people to volunteer all over the state. Here are some links:
