When you download your pictures and view them you will have an option on the drop down tool bar that says paint. Click on that and a larger version will show up on your screen. On the drop down toolbar you will see the word image , click on that and select resize/skew. I usually change the the two options from 100% to 22% and that gets me within range. close the picture and it will ask to save changes and select yes. I am doing this from memory but I think this will help.
 
You can always get a photobucket account and when you upload it there it will resize it for you.

Or, like GKYLEKING said, open it in Microsoft Paint. In older versions use Image>stretch/skew, and put in something around 25%. In newer versions (2007 or newer) you can just hit resize on the main page. Remember to save as a copy in case you ever need the original for printing.
I think this question may be helpful about photobucket: Do you like the recent changes to photobucket? I am having to double click the image to get the image code for posting now. Before I could get it right below my small pictures without clicking on the image.
