My father brought up the question, are Black Talons for pistols illegal or just recommended not to use? If anyone knows if they are illeagl or not please help us with our question. We would really like to know.

Winchester still sells the Black Talon round, sans the black lubalox coating, and renamed Ranger. It is supposedly sold only to law enforcement agencies, but you can find it on the civilian market occasionally. Cabelas has it in stock in .40 right now.
