House Bill 640, which legalizes Sunday hunting, is currently on the governor's desk awaiting a signature. Understanding there are strong feelings on both sides of the issue, GRNC takes no position on HB 640. However, some discussion has centered on whether the bill gives local governments the authority to restrict "display" of firearms under GS 153A-129 and therefore open carry. That is not true. Says Ed Green, GRNC's Director of Legal Affairs: "H 640 allows Sunday hunting, under numerous restrictions, in 98 counties. It allows individual counties to opt out, maintaining the current Sunday hunting ban. The bill makes no other substantive changes to GS 153A-129, which already allows counties to ban open carry under the 'display' provisions."
