If you ship it to an ffl in Tenn.
Or you drive to Tenn. and have an ffl there do the transfer.

otherwise, no, legally you can't sell a firearm to someone across state lines without going through an ffl on the buyers end.
 
I agree, the answer is no. If he is a resident of TN, you must send the firearm to an FFL in his state. The only exceptions, if I am not mistaken, are if he is in the state as a college student, or a member of the armed forces permanently stationed in the state. And even then, his or her out of state carry permit have no bearing here. At least not for purchasing. They must still get a permit from the sheriff if they are purchasing a handgun.
