I recently contracted the BRD and I went with a SA&A stripped lower. I think they're about the cheapest lowers out there (of course when PSA's aren't on sale). The finish is pretty good quality and everything went together nicely, not too tight not too loose. After assembling the lower I put on a complete upper that I got from SA&A (made by Aero Precision, same makers of the lower) and it fits nice and snug. So even though I'm brand new to the AR, for the money I think an SA&A lower is a good start for a budget build.
