Maybe I am missing something but how are we making the jump that this guy was up to no good? He was a ham so he had antennas on his car. He had a scanner, lots of people have scanners. Listening to Air Force One prepare to take off is probably pretty interesting. He open carried a pistol in a public place. The president was not even near him. He had clear strobes, so do hundreds of vehicles that work on the side of the road and there is no law against clear lights being on except if the car is in motion. A camera on the windshield, I see guys with motorcycles with cameras mounted on them often. The scope formula was more then likely left over trash from buying a scope. No report I have seen said he had a rifle. The report said he was there to see the president. You can read that as he either wanted to have a meeting with the president or he was there, just like all the other people, to visually see the president get on the plane and to see Air Force One. On the drivers license issue, could be computer error or could be more to the story there. The siren, good as a PA or to rebroadcast two way radio audio but not really smart to have the siren feature in your car. We can sure consider him a cop buff. Was he driving a Charger or a Crown Vic? His bad luck was combining all those items and having the same last name as the Oklahoma City bomber. None of this would have been an issue if he used common sense and locked up his gun in the trunk before he got anywhere near there. Just my opinion.
This is the info and what he posted on
www.qrz.com about his ham equipment.

I was born in 1987, and I go by my middle name, Sean. I operate on 75-, 40-, 20-, 10-, 2-meters, and 70-centimeters from my mobile station in and around Coshocton county, Ohio. I became licensed on March 26, 2008, originally as KD8IEX, and immediately requested a vanity call containing my initials, JSM. I upgraded to General in March of 2009.

My station consists of:
-HF/VHF/UHF: Yaesu® FT-857D for 75-, 40-, 20-, 10-, 2-meters, and 70-centimeters, pushing about 100 watts on HF, 50 watts on VHF, and 20 watts on UHF.
-I use Lakeview Company Ham Sticks®, trunk mounted, vertically polarized antennas with quick disconnects for 75-, 40-, and 20-meters.
-Base-loaded Wilson® 1000, trunk mounted, vertically polarized antenna for 10-meters.
-Base-loaded Laird® C144/440C, trunk mounted, vertically polarized antenna for 2-meters and 70-centimeters.
-VHF/UHF: Yaesu® FT-7800R for 2-meters and 70-centimeters, pushing about 50 watts on VHF and 40 watts on UHF, using a base-loaded Laird® C144/440C, trunk mounted, vertically polarized antenna.
-Scanning: Uniden® BC350C scanner with an Antenex® ASCANC tri-band antenna mounted in the same fashion. Additionally, for scanning, I use a Radio Shack® Pro-96 handheld digital trunking scanner.

Generally, my antennas sit at the bottom of the rear windshield, on the front lip of my trunk, and this provides for some directionality towards the front of the vehicle. This enables me to help increase signal strength when necessary.
