On top of that he wanted the serial number over the phone to check if it is stolen, I bought it new and have nothing to hide. But unless he's in law enforcement how could he run the serial number? I am not willing to deviate at all from the law regarding firearms.
The common answer was that not only can private individuals not check if a firearm is stolen, law enforcement can't check serial numbers unless it is part of an active investigation. People who had a LEO friend couldn't even ask that friend to run a number for them.
Oh and as far as his residency, he is just going to have to wait until he has lived in NC for the prescribed time (6 months I believe). That is when the sheriff would issue a purchase permit, and not before. I would want to see a NCDL and a NC CCW permit for the private sale, or else I would expect it to be treated as an interstate transfer of a weapon.
Even without the conspiracy theories, the requirement are the same for a new resident, as they are for any resident. He must have a purchase permit, or a NC issued CHP, or be a NC LEO to purchase a handgun.
You should know that as long as you have been around the CSC?
Not only run away but tell him the requirements based on N C laws.
