Does the Form 1 apply or is it only CLEO sign-off? I cannot make sense of the laws going from NC laws to the ATF sites. Any help is greatly appreciated...

There's a current and long thread discussing the new changes however the consensus is that the final decision hasn't been made.
You can do a SB Rifle, SB Shotgun or a suppressor on a ATF Form 1. Yes, it will require the Sheriff's signature (NC law says that only the Sheriff can sign an ATF form 1 or form 4)
On the From 1 you are the "manufacture" and the $200 tax is a manufacturing tax. On a form 4 the $200 tax is a transfer tax. Form 1 and Form 4 are similar in that regard. ATF has regs on how it must be marked.
If you have a FFL and SOT then you would register SBR, SBS, suppressor or a post sample machine gun on a form 2.

You do not need a Cleo you can do a form 1 with a trust.
