What's the best handgun under $200?

I'd have to agree with Makarov. If you want something more modern, you can find a SCCY CPX-2 for just over $200 brand new. I'd imagine you could find one used for less.

I can say I own a Hi-Point .45ACP. Let me begin by saying I did not purchase it, I took the weapon on trade a while back. The rest of the trade was fair, but the Hi-Point just added to my benefit. It's heavy, bulky, ugly, etc. The trigger is horrible- its just a chunk of plastic. It has a decent set of sights on it. I find it to be accurate, and I've never had a single malfunction from it. It's not a weapon I shoot often. I've probably only put 200 rounds through it. I think for a beginner on a budget, that doesn't care about his peers' opinions, its a decent pistol. Would I go buy another? probably not. Would I take another on trade? Maybe so.

I concur. I had one that I could not destroy. It was bigger than a power drill, but it went bang everytime and the rounds went where I wanted them to go. Sold it to fund something else, otherwise I'd still have it.
