I think not sending ground troops was a good idea; the Libyans had already stated they didn't want a foreign ground force there. Though, maybe some sort of aid(at least ammo, etc.) would have helped the rebels.

As far as the missing weapons, that is a concerned. Though, according to who are the weapons missing(NATO, Libyan Rebel, or Loyalists)?

Some other news articles listed a group funded by the State Department called Office of Weapons Removal and Abatement. There was also mention of estimates of weapons found in large quantities . Just imagine the kind of weapons a large standing army might have on hand. Small arms heavy weapons, tanks , mortors, anti tank, anti armor, anti aircraft ( you get the idea ). The missles are not the only thing not accounted for, but it seems to be the " oh crap this could be bad " list.
These are shoulder fired, man portable weapons that could bring down a wide range of military and civilian aircraft.
