I intended to use cardboard for a backer, but I didn't need it. It was as solid as I needed it to be. Now if I were interested in drilling the same hole over and over, then yes, there would be a cardboard backer. There was little to no movement from just the paper itself. Any movement was minute.

I just use the same holes I drilled previously each time. But I do take the drill with me, in case other shooters happen to be out there when I go, and just happen to be using 'my' holes (that didn't sound good, did it?).

How windy was it? I can't imagine that paper wasn't moving around a good bit if there were a 10-15mph wind. Which always seems to be the case whenever I go shoot. But if you had a decent wind, and it wasn't moving the target, I may have to give this system a try too. I'm sure the cardboard catches more wind than just the paper would. Or maybe punch a hole in the paper target so some of the wind blows through. Worth a try.
 
I will have to look and see what the wind was but it was around 5-15 off and on all evening. The great thing about this setup is you can adjust tension of the paper by moving the poles apart or simply rotate them.
