Yep- it's a garter snake.

I'm the guy in my neighborhood that people call when they have a snake in their garage. I have a snake hook and a pillow case and if they're non-poisnous, I just bring them home and release them in my firewood pile. If they're poisonous, I take them down the road to a big block of woods and release them.
 
Most snakes are helpful to us human critters. Only the Copper Heads, Cotton Mouths, and Rattlers post a threat for us here in the Carolina's. We have a beautiful Corn Snake in our tractor shed and always running across blacks around here. I used to bring them home but now I take them away. They bother my chickens and me when I reach into a nest and they are curled up there. We have a couple of King Snakes close in that are great at keeping others away.
Does your little snake have a reddish or pink belly?? If so I would wager that it is a Garter Snake. Great to have around the house. They are fine bug getters.
 
I've got a 3-5 foot long black snake I've seen the last couple of years mowing in the same spot. Unfourtunatly I've also got an underwear stain in the same spot the last couple of years!
 
I've got a big Blacksnake that lurks around here. By best unstartled estimates...he's about 7 feet now. I've had to rescue him from the Siberians a couple times, but apparently he's learned that he's in harm's way in that part of the yard because I haven't seen him out there this year. I always know when they've got him cornered. Their alarm voices are different than for cats and squirrels and such. More frantic. At least they've got the good sense to keep a respectful distance. A plus if they ever corner a Copperhead. When I go out to intervene and give him a chance to get away...he almost seems to be relieved to see me. His presence is likely the reason that the Copperheads stay away...so he's welcome to hang around.

I don't worry so much about Copperheads. You almost have to step on'em before they'll strike. They prefer to lay still and let you pass. Cottonmouths are a different story. They'll come to you. Cottonmouths are the single biggest reason that I don't want to live near water.
