Due to poor bolt design (NOT GI) They can fire out of battery. I would not shoot it if it was free.

Depending if it's early or late, $250-450. Some of the early Universals did use some USGI parts, but not many.
If you want a lower cost carbine, look at Plainfield and IMI. I have owned both and they worked perfectly. Universal is a very low cost commercial carbine and their reputation is spotty at best.
If you want a good GI shooter come to the Greensboro show this weekend. I'll have 4 on my table....middle room, left wall....from $650 up. I've shot them all and they function well. Gonna put my DelTon Ar-15 on the table too.
